Bridging skill gaps with offshore development centres.
The usual case for an offshore team is cost. The more interesting case is capability — adding a discipline you do not have and would not keep.
Mid-size engineering firms have a recurring problem that does not have a good solution in the standard toolkit. A project needs a discipline the firm does not hold — stress engineering, plant modelling, CFD — for eighteen months, and then does not need it again.
The three conventional answers, and why each disappoints
Hire permanently. You acquire the capability and then carry it through the trough. For a specialist discipline in a competitive market, you also spend six months recruiting and risk losing the person to a firm with more of that work.
Subcontract in packages. Fast to arrange, but it fragments the design. Each package boundary is an interface, each interface needs a specification, and the coordination burden lands on your project manager rather than on the subcontractor.
Contract individuals. Flexible and expensive, and the knowledge leaves when they do. You also carry the supervision burden without the organisational backing that makes it sustainable.
What a dedicated team changes
An offshore development centre sits between these. You get a team rather than individuals, so coordination happens inside one organisation. You get continuity, so accumulated knowledge of your standards stays put. And you get a commitment that scales down when the programme ends, which permanent hiring does not.
The capability argument is stronger than the cost argument here, because it addresses something money alone does not solve. A firm that cannot recruit a stress engineer in its own market at any price can have one working on its projects within weeks.
What makes it work, and what makes it fail
The variable that determines success is not the quality of the engineers. It is the clarity of the specification and the discipline of the governance.
Offshore teams fail through drift: small divergences from your intent that accumulate unnoticed until a deliverable arrives that is technically correct and practically unusable. Drift is prevented by internal review before issue, a named accountable person, and a reporting cadence frequent enough that misunderstanding surfaces in days.
It is not prevented by good intentions, and it is not prevented by hiring better engineers.
A practical test
Before setting one up, ask whether you can write down what a finished deliverable looks like. If you can — the format, the standard, the acceptance criteria — the model will work. If you cannot, the work is not ready to be delegated anywhere, offshore or otherwise.
That test has nothing to do with geography. It is simply the point at which work becomes delegable at all.
